this is a tough one. no lower rim makes me think sanded down, but the reverse screams grease...

Looks more like an issue with gritty grease and fiber debris on the surfaces of the die. Looks like the worker didn't see the issue, or didn't care. Let it get removed and put on the coins for a time, until it was gone.
