Tried to get the best pics I could. Under the scope split serifs are evident, especially the 9 of the date the U's in Pluribus and Unum, and the strongest in the M of Unum.

That is Machine Doubling, very common on that series.

Also, @flow, even when I blow up your pic of the date, I'm not seeing a split serif on the number 9. Is it maybe an artifact of lighting? Perhaps you can post a really good pic of the 9 showing that split? Best would be to have the orientation correct for us. Thx.

The biggest problem you have when searching is this: You are not looking in the areas where a doubled die will be found. Check out the sites to see what to look for on each design. It varies from design to design. Your are looking at the outside/inside edges of the devices. A doubled die that is worth note, affects many of the devices, not just one here and one there. On this series the doubled dies are in the centers of the devices. Not near the outer areas of the devices near the rims. For example, on the Obverse, the earlobe and the motto are at times showing the DDO:
Earlobe area: What to look for on this area?

What is different on this area? Note the affected areas are raised above the field/design on these examples. Those are the first areas to search on the States and ATB Quarters. Don't look for flat areas on these devices as that is Machine Doubling. Look for raised areas on the design that match the hub that created that dies design.
The second area is the Motto area:

Note the image on the left first. That is all Machine Doubling on that area. This is caused by the machine, not shaped on the die like that, but altered after the strike. That is affected on the outside and inside areas of the devices. That is not what you should be looking for as it was altered by the machine. ( Machine Doubling) But now note the image on the right side. Do you spot anything different on these devices? Note they are distorted in shape. That is what the DDO area on this design would look like on this area. On the reverses, as I mentioned earlier, the design in the central areas will be where to look for the DDR's on the States and ATB Quarters. You need to look at sites to determine what to look for on these, it you want to find a DDR. Do you know how many DDR's there are on the incuse devices on the outer ring on the reverses of the ATB Quarter? NONE. That is not where the DDR's are found. It is a waste of time looking on that area. Know what to look for and you will find what you are looking for. Go to this location to find doubled dies for the different denominations:
http://doubleddie.com/228401.html
From there you can select the choices of the ATB Quarters:

Chose the design you are want to look at and see if any are listed? Sometimes they won't be on the list if there is not a DDO / DDR found on that design. When you find the one you have check both the DDO and DDR listings to see what to look for. You will be shocked at how far away you were during your searches. IF you were going on a vacation to a location that you did know? Would you use a map to get to your destination? Same for searching for doubled dies, you need to see what to look for, rather than be grasping at straws to find anything. Look up the formation and you will save time/your eyes and be feeling a lot better when you find what you are really looking for. Hope this helps.

CoopHome: Do I really need a plan of action for searching for doubled dies? What am I missing?

@Coop
Thank you kindly for the information!
Quick note on it though, if you check the links as you recommended, you would have seen only the one DDR listed for that coin series, which is why my question was "Is this new?"
I think the issue might be that it is assumed every post on here cares about the monetary potential value to be gained from the eventual sale if in fact the coin is legitimized, as opposed to being fascinated with the process of minting and survivability of these coins and any features thereof within circulation.
1. I don't sell coins
2. On hand since joining this site I have searched roughly $48,000 worth of coins from pocket change and coin rolls, the majority of which are pennies and nickels.
3. This is my 5th post asking opinions of a coin, one of which was just sharing the finding of a nice Cud.
4. I am homeless (by choice) and disabled (not by choice), spending (give or take) 16hrs a day looking through coins, falling asleep to Sacagawea :) and waking up to Lincoln :(
5. I have searched so many Hellen Keller Quarters I can read the Machine Doubling in Braille.
6. Previous employment was as a research specialist for search engine optimization. I understand the importance of doing my due dilligence.

All that being said, I appreciate the rarity of these coins as much as anyone, and so promise in the future to quit grasping at straws. :)
