Not sure if this is a rot bubble or if this was a rockwell test mark on the die. Has the common memorial rim cracks as well but can anyone recommend on the bump? Thanks.

A Rockwell test would be incuse.
Looks like it may be a Die Chip

To me this most looks like debris trapped under the plating or underlying zinc rot, but it certainly could be a die chip.

I'm thinking die chip...note the subtle die crack running from the corner of the monument steps, out to the rim.
