What is this error? uncirculated still in package.
...or is this damage that occured at the mint but not from the minting process?

We've seen similar in the past. Appears to be damage caused during the cello mechanical packaging process. The sealing machine clips the coin's edge.

That makes sense it was new to me I figured damage. I'll still hold on to it tho!
