1992 P Kennedy Half - Damage Or What?

Ok - I have been staring at this coin for sometime trying to figure out the different things going on with it. When I first saw it I thought it was some type of glue or epoxy on it. Once I got looking at it under the scope, I noticed all the odd margins around Kennedy's head and through the nose. They appear slightly incuse. Then I noticed what looks like extra metal pieces. The debris is very hard and does not come off with a fingernail. I was able to chip away a very little bit of the white/grey fiber or paper like material near the hook feature near the Y . The underlying metal looking stuff remained. Is there any way that this happened during minting? Could something have fallen on to the coin or is this just a damaged coin. Should I soak in acetone and see what happens?

might have had a medallion or similar epoxied to it

Soaking in acetone wouldn't hurt to see if anything gets removed but
whatever it is, it didn't happen during the striking of the coin so it isn't
an error, just damage of some sort.

But it is not a mint error. Just something added to the coin. No premium for this.

Thanks all - I think I will soak it in acetone just to see what is underneath. Any thought on the creation of those lines. They don't look hand made. Curves are to perfect and the angle just below the T is to perfect to me. The metal of the coin looks moved or is that just an optical illusion ?
