1997 D Dime (Weak "In" And "We") Modified Or Legit?

Going through my daughter's change I found this and a couple other things. I can't tell if this is due to a die issue or if someone made changes. Zoomed out, it looks smudged, but zoomed in I don't see obvious tool marks. The "G" and "Tr" also show signed of weakening lower in the letters. I tried to look it up to see if it is a known variant, but I didn't locate a record of it.

Note how the affected devices are showing a widening of the devices? That is what John1 is talking about. If the dies were a bit more filled, then the devices would be full and now showing at all.

I think the dies were not quite aligned correctly.
Notice that the weakness is also apparent on the "LIB" in LIBERTY.
Also on the reverse much of UNITED STATES shows weakness (which is on the opposite side of the weakness on the obverse).

The obverse motto weakness shown is not uncommon with dimes of the 70s and 80s (at a minimum).

Slight great filled die effecting the I and W. Still worth a dime. Keep searchingly!
