It's obviously a French 10 centimes 1854 obverse -- but the reverse is strange -- any hints gratefully accepted

During the second empire many semi-official medals were struck with the effigy of emperor Napoleon III as he appears on the circulation coinage. Many of these medals are listed in Krause as "Mint Visit"-medals, as most of them were issued to commemorate the visit of the emperor at a certain mint. This medal was issued to commemorate the erection of a monument for Napoleon I the Great at the Stock Exchange by the Chambres de Commerce of the City of Lille (the capital of French Flanders in the north of France).
Your medal is in Krause as France / Medallic Issues "Mint Visit" / (10 centimes) / bronze KM#M25

If you do a google search using Erige A La Bourse, it goes to a web site that you can translate into english with the complete history of this token.

And, to just pitch in a coupla cents, I've noticed on dealer sites that these "Visite" medals in decent grades sometimes fetch some real prices. Take good care of it!
