The denomination of a "cent" was established with the Coinage Act of 1786.
The oldest Federal (United States) coinage issue to have the denomination of a cent explicitly named on the coin is the Chain Reverse Large Cent of 1793.
The Fugio cent of 1787 was intended to have a value of one cent but as struck the word "cent" (nor any denomination) does not appear anywhere on the coin.
The Massachusetts cent of 1787 was the first non-Federal issue to have the denomination of a "cent" explicitly appear on the coin.

The stated denomination of a coin was not as important in the 18th century as the metal weight of the coin. Almost all early US Mint produced coins in the 18th century, like the Half Dime, dime, quarter, half dollar, dollar and gold did not have denominations on the coin. The metal content gave it its value. The early Mint Half Cents and cents were the exceptions, with denominations in the coin design, rather than the rule.

If having the denomination on the coin is important for the Fugio to be the first cent, where is the denomination in this quarter?

It's semantics.
There is a difference between "the oldest one cent coin" and "the oldest coin which was valued at one cent"
