Numerical grade seems like a solid 66. The proof vs MS call is difficult. I looked at several certified examples of proof and mint state coins on Heritage and all I can conclude is that on average the proof coins have slightly sharper details. Some proofs look a bit mushy, some MS coins are very sharp, and both MS and proof examples can have a cameo proof-like frosted look.

Proofs are cheaper than MS coins at the same numerical grade. I'll guess the OP's coin is a proof.
