Maybe I am wrong, but in general those coins on this package come from the Fletchwood stamps company on presidential envelopes and coins. Very rare I saw been USPS with those capsules on unicolor background. Surprise me been an proof coin and for the coin I can say it is Type I. The dot you see must be from the packaging and not from the coin.

It's in the original proof set from San Francisco Mint.

Sorry my first reflection was by the color of the surrounding. I do not think it is on the coin, we will see the others what will say. For me is damage it is not the Fleetwood cover. A cover with this halve in proof will be 100$ and maybe more, the coin in MS70 is around 70$ if we look at the value. It is very nice coin and same dies in fact the master hub was use also in 1981.

In the collector circle if the coin on DCAM have any problem on the frozen surface, will drop the grade and the value. Hope help.

Thank you all for replying. I used 500x Magnification on the third picture. Cannot see with the naked eye. Even at different angles and lighting it's still there. I did not post about the rim, however it does have a mistake that can be seen without a microscope.

It may have been normal at the time of the strike and later turned in the colder if there was some contamination on the holder that transferred to the coin. They are called milk spots. (color only, no mile involved) Not a good thing for the coin though. Lowers the grade. Turns into a problem coin.
