To me it appears to be an "s" over the top of another "s"

. Note an error. Maybe worn die doubling? That area kinda looks like acidic damage.

Also the re-processing enhanced the extreme die wear. So this is not a RPM or a DDO, just extreme die wear and strike alteration on the devices. (Re-processing coins void out a premium for the coins to a true collector. New ones don't know this, but when we mention this, then they get it. They coated the coin over the rust so it will be rusty again in time.
