It is a plating issue. Trapped zinc dust between the zinc core and the copper plating.

Yes definitely looks like a problem with the copper plating. Some of these bubbles may be depressable with the tip of a wooden toothpick.

yep plating issue all over that coin - possibly a broken post on the 8 - see if it can be depressed with a toothpick.

The dust makes the surface look like goosebumps. Also it could have a broken post on the upper loop on the '8'. Just a die event though. The knowledge is worth more than an any premium for the broken post issue.
