I on the fence if this is wear or plugged it's in a weird spot and there's no wear on the front were this spot would be.

That's odd. Doesn't seem to be any indication of repair on the obverse.

I know it's weird usually wear is on both sides and the same for if it was plugged.

Looks like wear to me, I see no evidence of a plugged hole.

I agree not holed and plugged. Also, doesn't look like a Cud to me. Perhaps this is a drop of solidified solder that has now been worn almost flat along with much of the coin.

I see possible evidence of a plug and it looks like someone went at it with a grinder or something.

Possibly a removed mount of some sort followed by further circulation wear.
