I think that it was partly plated after striking. It is not a mint error.

I have 2 of them the same as well one is a bit darker then the other but the odd discoloration is the same on the back

Its PMD and was likely done by some kids vandalising it in the 1960s.

Likely someone try to coat the coin with silver or silver like substance, quite common in the 1960s when the humble pennies with low face value were eagerly vandalised by children.

It even looks like soccer ball markings! Possibly an effect of the 1966 World cup victory by England?

No special interest here sorry.
