No this is not a doubled die I actually come across these all the time one would believe it is a doubled die but it just tends to look that way because of how the letters are indented as opposed to bring raised from the coin surface.
These are incuse marks on the coin. They are below the fields on the coins. So these devices are raised on the die. The slightest die movement ( Machine Doubling) will affect these devices. (about 70% of the time) The DDR's are in a different location. They are on the center of the designs.
