this is one of many errors I have come across just need verfication it is a Double Die Reverse

No this is not a doubled die I actually come across these all the time one would believe it is a doubled die but it just tends to look that way because of how the letters are indented as opposed to bring raised from the coin surface.

Agree, it is not a Doubled Die, it is Mechanical Doubling,
very common on that series

These are incuse marks on the coin.
2017-ATB-Ellis-Island-Quarter-NJ-DDR
They are below the fields on the coins. So these devices are raised on the die. The slightest die movement ( Machine Doubling) will affect these devices. (about 70% of the time) The DDR's are in a different location. They are on the center of the designs. Use the information on this link to find what to look for on theses DDO / DDRs to find these:
Quarter doubled dies on the post 1999 quarters. Why can't I find them?
