rims marks, discoloration on the neck and lapel, marks above eye and below, cheek, jaw, hair above ear, upper shoulder and lapel as well above CENT on reverse. I cant get it to 65. MS64RB. with these photos I'm not even sure its RD

Super hard to diagnose from the pictures and it's just a shot in the dark but the RTY in liberty looks similar.

Not a doubled die.

PCGS MS-66 is the answer, this coin doesn't have much luster but it's pretty clean.
