The 9 looks normal to me(Maybe a little weak on the inner curl). Yes it is a small date, Denver minted coin. What is the weight of this one? (2.5g?)
Can we get a full coin image? (front and back?

Do you have a scale that can measure the weight? (hopefully out to 2 decimal points. [0.00g]

Yes, it is a Small Date. The 9 looks like it has taken a hit flattening the tip.
By the bubbles and depressions, looks like it is a zinc coin and should weigh around 2.5g.

We really need the weight to two decimal points.
Rounded out to a gram tells us nothing.

I'd try and get a close up of that D it looks a little wonky to me. As for weight you will definitely need a more accurate scale with at least two decimal points.

The obverse die was way over polished, thus the affected date and devices. Looks like a plated over zinc coin with some zinc dust trapped under the plating. Make sure to zero you scale before weighing. Push the Tare button to setup up the scale.
3.11 grams for copper
2.5 grams for zinc cent.
So try it again with the Tare weight button hit first before weighing.

Typical zinc bubbling around the mintmark, very common place for it to happen.
