Raised areas on coins, come for incuse areas on the die. On the area you are looking at it is showing die wear on the outer edge of the die. So what you are seeing is actually die wear on the dies. Not a premium for the coins. Not a doubled die. With the slight rise, it a slight decrease on the die.
That is not uncirculated, that has been cleaned, maybe XF-AU.

Ridge Ring only occurs on the single squeeze dies, a second step of DDD. This is just die wear and abrasion of the die during polishing. As mentioned above:
