Not missing a layer since they are plated. One side just has some environmental damage of some sort.

Here is a video in a previous thread showing the plating process. (Scroll down a couple of replies since the first video link is no longer visible.)

It's pretty neat and shows how the cents tumble in the video. It also has something referred to as a "Standard Dangler" in the title that I believe is used to keep the planchets from sticking together.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

Looks more like fingerprints on the reverse. (not a good thing for a coin)
