Looks like a die chip to me. It looks like there is a line coming from the hair line towards the chip, but I can't see it clear. Maybe a die crack going on as well?

100% die chip, I find this is a very common spit for die chips in American dimes, along with in the hair, Canadian coins I find die chips are less common then USA and tend to be attached to the outside of a device or portrait rather then on top of. I'm not sure why this is a common place for a die chip on American dimes but I see it on many years I find.
