Just looks like contact marks to me, not seeing evidence of a die chip around the mouth.

Edit:if you are refering to the mouth being over polished then possibly yes, it's not an error though it would be considered a later die stage.

Your coin shows an indented contact mark from an edge reed of another quarter, it is not a die chip as seen on other examples.

Clearer pics would help, but is there a chance that is a struck through a rim burr on the cheek bone?

Yep, was just about to add that the spacing of the marks is the same as the spacing on the reeded edge of a quarter - contact marks from the reeds of another quarter is what did this.
