That is normal on a business strike coin.

Unless it is a proof coin. Then it is something to keep:
Such-Thing-As-1999-D-Close-AM-Lincoln-Cent?
Same for 1998-S:
Such-Thing-As-1999-D-Close-AM-Lincoln-Cent?
The proof ones were supposed to be Wide AM's, except for 1993 when all dies were Close AM's that year. (even on the proof coins)

What you need to look for are WAMs from 1998-1999-2000 in business strikes. In proofs look for CLAMS.Look for 1992-D CLAM and I think 1992-P as well in business strike.
