I was looking at A 1984 proof set, and I noticed that the S mint is smaller than any other proof set. Is this normal?

Different year, different style.
Even in the same year, sometimes different style punches are used.

The changes in Obverse/reverse and mintmarks are on Variety Vista:

So they denote if they changed/added new mintmark punches with their files. (Take a look at the link above)
