Came across this coin in a vending machine. I used to be a welder and it looks like slag. Did this happen during production?

I think we need to see the reverse of this coin too. To see if there are any bumps in the same locations at seen on the obverse.
But it looks like a center punch and hammer or something was taken to task on this coin.

The metal looks like it was melted and the holes are very tiny. There are no bumps on the back. The metal is raised around the hole.

Damage of some sort. PMD
It couldn't have happened during the striking of the coin.

That is what I thought too - melted maybe a very hot soldering iron pushed into the surface, displacing the material. That would explain why there is no bumps on the reverse (thanks for the pictures though - very helpful)
I'll stick by PMD (post mint damage) by means unknown.

Which of the seven issues described in that article are you thinking accounts for what we are seeing on your Sac? Remember, any depression (dent, chip, crack, pit, etc.) on a die will result in a raised area on the coin. I have to agree with the others. All I am seeing is displaced metal from PMD. Keep searching. The hunt is part of the fun.

Coin is 2007P, not D
