Found this with a bag of coins. Not sure if its anything at all. Asking the group. Looks like it's an unstamped quarter? Blank on both sides, lip is raised on both sides and is the same size as the quarter.

Those coins are better test on hand. Could be a blank. The coin come from what year of the coins?, if was year Mint bag.? Me I like those blanks if legitims.

Could be an unstruck quarter planchet, I think I can see the copper core in the blurry edge-on picture. pretty cool if so.

Not a blank, it is a planchet. Note the proto rims are present:
Quarter-No-Stamp-Both-Sides
The setup process changes the blank into a planchet with the setup rims.

So for years I use Type I and Type II. Is change? I do not know.

For me was always blank Type I and II. Me personally I used the word planchet to what was strike, like Cracked planchet, exfoliated planchet off-center planchet and ETC.

If the nomenclature change please let me know to adapt. Thank you again.

Correct. It is a progressive thing
Type-1=blank Just cut from the stock metal
Type-2=Planchet The blank was run through the setup process, turning the blank into a planchet with the proto rims added to the planchet.
