1999 pennsylvania State Quarter with only the reverse visible just very little of the obverse can be recognized. what should I do with this

Can you please add an image of the full reverse so we can see if there are definitive signs of this coin being altered post mint?

Also, are the reeds on the edge damaged or undamaged? Maybe an image of this as well?

Looks like it was burned (the bubble we see) and dipped in acid to remove the dark color. The weight will be reduced. Just a spender.
