Looks like die polishing lines. But in order to affected that area, it would not a clash issue, but probably a damaged Feeder Finger injury, If so there may be other areas affected by that die polishing reducing the sizes of the devices., besides affecting that area on the bust.
I didn't realize that this was a quarter. That angle is not correct for a quarter. So I feel it is not Feeder Finger Damage now, with the correction of my thinking on the quarter. I was thinking a cent. Doh!

They seem to be a bit deep into the die for just polish lines.
Thanks for looking

More images of the head might show us more if there were polish stronger lines around the head/devices.

As you requested, here are pictures around the head/devices of all 3 coins. They are all 3 BU coins from a uncirculated roll I got some time ago.

So thanks for the extra images. It confirms it is not a Feeder Finger Damage die issue. The angle is in a different direction for the FFD:

I guess the missing denomination on the title, confused me a bit. (Being a cent specialist, that was my first thought) Missing the whole point of the first images. So sorry to put you into that. But it helped prove what is wasn't.

Here are some extreme close-up pictures which show the extent of the depth and width of these polish/gouges or what ever they were caused by

That was my fault. I thought I had Washington quarter. I will see if I can fix that. And thanks for your FFD input. I do not know enough of what that is but looks like that has been ruled out. These being BU coins and that being what I can see as the only obvious departure for what one should see. Then to my surprise to find three in the roll tells a lot of the nature of that roll. Any other thoughts or are we still going with polish lines. I did add 4 more really close ups that give some characteristics of these lines
Thanks

This is an interesting mark you found. Raised tells me that the damage was done to the die before striking. The fact you found 3, makes me wonder how many more are out there...

They were all in a MS roll of the same date, yet there was only the 3 with this striking detail. There are very clean coins as you can see with only a few bag marks. I have occasionally looked in auctions and ebay but have not found anything like them.
Thanks and have a good day
