I can never tell the difference between PL and SP coins from pre 1968. Either way I'd call it 66

Looks like a specimen to me; you can see the detail in the hair around the ear, which is not as well struck on PL coins.
And the shoulder area is smooth and satiny, not 'pebbly' like on PL coins

I'd say SP-65

There seems to be a lot of scratches on the reverse. I'll say MS-65.

Thanks for the feedback! But does heavy cameo on SP coins effect the value much? I know it effects PL coins. Also could it be ultra heavy cameo? I can never see the difference between heavy and ultra? Thanks again

I am with Jack on this one, SP64 Heavy Cameo, some of the cameo surface has been disturbed on the Queen's hair.

Generally yes; a heavier cameo increases the value.

I think it could be an ultra heavy cameo

If it came out of the black case then it is Specimen. It has a heavy cameo look in the photos. Pricing according to CCN Trends, 5/24/22 edition, in SP65 is $30, SP65 Cam is $33, SP65 H Cam is $37. The hit on HRH shoulder may knock it down to SP64 HC with a corresponding drop in value of $3-$4.
