On the right side of the tail feathers yes could be some grease involve. This year the Phil has in general very weak strikes. My point of this coin will be more the leaf in front of the arrows tips and the arrows tips.

I'm a little more on the fence on this one. Perhaps those tail feathers never struck up completely or perhaps they have been flattened during circulation. I can't say for sure.
