Crazy error if so because the lines make a full X across the chest of the drummer. The Washington side seems like very random scratches but I suspect this was still not post mint damage. Not sure. Anyone have any idea?

Someone has deliberately scratched the Quarter on both sides.
There is no way that could happen during the striking of the coin.
