To me it appears that a strain of hair is out of place like it goes over the ear an as I look at it the hair alignment looks to follow the hair from head right above ear an is over the ear. There is one That Wexler lists, but it affects more of the design that just a small area: Note if this happened, a full range area would be affected. The DDO's pointless to spend a lot of time on find them. They pretty much ended in 1989 for the obverse. Look for the reverses listed on Variety Vista.
