1964 it is silver dime. Some sort of liquid fall on this coin and then start to toning.

If the devices are not flattened, it maybe just a stain/tarnish.

I'm on team tarnish for this one—perhaps from a drop of liquid with a sulfur compound in it. Still worth a premium for the silver content though.
