I'm at EF-45 on this one.

40 seems about right. Nice original look. Was this variety the result of an over-polished die?

Sure looks like that obverse was not well struck.

I'm going with the obverse on this one. XF45. reverse is closer to 40 but some of this could be from the die or strike as I'm not familiar with the variety

40. Yes, that is in fact a scarce variety. I have one of my own in worse shape. The bizarre ribbon is something you can't miss once you know to look for it.
I suspect the reverse die was cut too shallow.
I think that it would benefit from careful conservation to "de-gunk" it.

I'd say 45 based on wear but I'd knock it down to 40 due to some of the visible "gunk". If that cleans up with some acetone I think a solid 45.

I can never understand why some collectors will show photos of their coins that are full of gunk in between the letters and numbers when a simple home conservation is fairly easy to do . Starting off with a distilled water soak ,then an acetone soak . Use tooth pic , Q-tip or porcupine quill while coin is still in acetone . Give it a few more dips in clean fresh acetone . You can use Verdi-Care at this time for finishing touches of entire coin , make sure coin is dry before you put it into a 2x2 holder , I found out about that the hard way .

T-bop a toothpick especially a dry one sharp and not flattend/pulverised/softened in verdicare or coin care can cut right into the natural patina and leave little white worm wiggles noticeably against that yellow tan background. I ruined several nice Indian cents trying to get all the crud out. With a loop it was obvious the digging around very gently.. Myself I just use multiple acetone soaks and water or avoid crusty indians from the get go.
