And, no, this is not odd - just a tiny bit heavy, but not out of tolerance.
Copper coin weigh 3.11g +- .12g

-3.20 g is within the accepted tolerance.
Not all cents are exactly 3.11 g, that is the target weight.

They only weight the gold coins. Make sure when you setup your scale, to hit the tare button after turning on the scale. That can be an issue when weighing coins.
