Looks like its raised. If could be die chips (I doubt) or it could be small die gouges. (Which are sometimes used on variety coins, but have not premium for them. (kind of like fingerprints to a certain die)

looks to me that these are small gouges in the coin after taking some hits and piling up the material to the south of the gouge.. the piling of the metal can be more easily seen on the much smaller dings under the 'R" and 'I' in the field. you can easily see the dent just north of the metal that piled up.
