Can someone explain to me how to understand this set?
How-To-Understand-PCGS-Set-Register
The name indicates that this set included silver rubles of the period 1704-1914, but the set itself included a variety of naminals from 5 kopecks to 50 kopecks. There is also a restriction in the collection of small denominations of 5,10,15,20 must be certain years and the mint.

For example, in the set below the Stalin period, you can use coins of any years of this period and the period 1924/5-1953 is indicated under each denomination, without restrictions.

My guess is that someone requested that PCGS make a new registry set, and that these are the coins they actually had in their own set. So some miscommunication caused those coins to be listed as required dates rather than a date range.

I wrote to the PCGS support service, that's what they answered me
"Thank you for notifying us! It looks like those were added in error. I have since removed them from the composite."

Now the set looks like this
