Possibly an error but more likely a fake (faux) cutting error.

A lot of BEP sheets were sold in 4, 8, 16 and 32 note sheet formats and end up being cut up and sold as "faux" (French for fake) cutting errors by unscrupulous on-line Sellers.

I suspect this is most likely where this note originated.

Be extremely cautious of any uncertified note with any cutting error.

But the note is the same size as any ordinary note..all the security features of a $20bill are all there including the micro prints

The only series 2004 $20 uncut sheets offered by the BEP were EA* sheets, so being a faux error is off the table. Personally, I consider it an extremely poorly centered note and not an error. My experience tells me a portion of an adjoining note must be visible in on of the margins to be considered an error.

Infiniterise- I don't think you quite understand what westernsky is explaining to you.

Bank notes are printed in long sheets, with multiple bills on a sheet. Then they are cut into singles that are for spending.

Someone bought the uncut sheets (which become available for purchase) and cut them out without centering the bill to make them look like an "error".

This link shows series and the denominations of collector sheets offered from the BEP for modern-era notes, 1976 to date. Before anyone throws any shade about a note being a faux error, they should first verify that the series, denomination and block were indeed offered. Hope this helps.
