I recently got this in some change at work. I feel like the obverse could be PMD, but the reverse seems like it isn't PMD. Any and all help is greatly appreciated!

to the CCF

PMD on both sides.
The damage on the obverse is in the same location as the
damage on the reverse.

The coin pic is a bit small if you crop to the size of the coin it would be better, but it does look like PMD on both sides.
