Looks like a whole lotta Machine Doubling.
If it were DDD, it would run towards the rim.

Coin on left is a normal circulated 1994-D coin on right is the question 1994-D.

B up top is on question coin. B bellow is on normal normal 94 D.

Top E is on question coin. Bottom E is on normal coin.

Now if this was MD the lettering wouldn't have gotten bigger correct? So why is are the B and E noticeably bigger when compared to another coin of the same year and mint. So could this actually be doubled or no?

I agree with others, your coin is showing Machine Doubling, and is not a DDO nor DDD.

Note on the 'E' with the white arrows. Those are called metal striation lines from movement of the metal from the die. This is not a doubled die, just metal movement ( Machine Doubling) that show on this coin. You can see where the push was and where it ended.

So I'm pretty sure I'm just having issues with my photography do these images show it better or does it still look like MD.

1994-D-Quarter-DDD-Or-Actual-Doubling? I'm asking because this stuff looks different from the MD I'm seeing on the Sally ride quarters. There is noticeable thickness on this quarter in comparison to a different 94D it's super noticeable. If this is doubled I can full heartedly agree the rest of what ive been photographing isn't actual doubling but MD or DDD

Need to compare the devices size with another normal coin to see if they are enlarged or normal sized. Best to take 3-4 devices per image. Too close on one devices removes perspective.

This one was taken with all of liberty and compared with another example. Rotate and crop the images the same to same size to see what is going on with your coin.

Bottom is a normal 94-D

Note all the devices are the same size and shape so nothing is hub doubled. Just the Machine Doubling that altered the devices.

I'm going to have to disagree they aren't the same shape or size a different spot to see it would be on the R on LIBERTY as shown by red arrow.

That area is on the outside edge of the devices. It maybe a die chip starting on that area. But it is not hub doubling. If it were hub doubling all the other devices would be affected the same way on that area. I'm not seeing that on this coin.
