That was the last year for that master hub. The devices were swelling outwards and this all the coins that year shows the same event. As the dies aged more, then it was showing the
Machine Doubling into the rim of the coins just like the 1968 cents were doing that year:

When you view the new design compared with that years design, you can see how the swelling of the master hub affected the design, the locations of the devices, when view side by side.
So what is a master hub?
It is the top of the chain of command on die creation. So it something was altered on the master hub, all the dies/hubs below it would be affected. The same thing happened on the cents that same year, but they created a new master hub for the cents during that year. So that is why there are large and small date cents that year. On the quarters, they didn't change the master hub until the following year.
