It does look a bit like a split serif up on the top of the mintmark. The coin on vv doesn't have the same die chip in the number 9 of the date, which is not definitive, but still a little odd. I'm interested to see what others think.

It is the serifs that would be part of a tilted RPM. The arrow on the field is not part of the RPM. It is the upper serif that is the RPM as Spence mentioned. The reverse devices are just showing Machine Doubling. An image of the full Date and mintmark area would be more helpful for a confirmation of the RPM location. (Most of the times on the tilted ones, we often don't see a match on them. (As they are too minor to be listed. But I always save them in a tube in case they do get listed) But probably not in my life time.

Most of the new pictures are showing just damage, like the bottom left part of the E of States and the stem of the right wheat stalk on the reverse.
I still think that the rotation of the RPM is a 14 but can't explain why the chip on the 9 is not on VV, unless this is a later version just being found.

What I think I meat to say, is that this could be a later die state that has not been found until now....

Sometimes they are listed, other times they are considered too minor to list. Depending on the attributer.
