This 1994 penny is one hot mess. There's a lot of doubling on the obverse especially the words "LIBERTY", 'we' and the 4 in 1994.and on the obverse I'm not sure what is going on on the reverse. There is an object between the E and S in states and there's one below the memorial steps just above the NT in cent.

The object is actually between the T and the E in states

Gunk on the E on the reverse. Not sure what the line is between the T and E. I see lots of circulation damage on both sides and either DDD (most likely) of MD on some of the devices.

Could be just a stain. If the surface is not raised, then it is not a die issue. If it is incuse, it could be slight damage on that area. Just doesn't look like a hub/die issue. The coin looks like it's been around the block several times.

Maybe some slight Machine Doubling and environmental stainin, but not worth saving, sorry.
