This occurs after it left the mint, probably in a garage somewhere. Not a mint error. Probably intentional to make it look like what they thought an error coin could look like. When they realize it didn't look like a mint error, they spent it.
Please do not post up screen shots of your coins, a real picture is far better in quality to see details and natural color of the coin. also a full coin image is important to have an overall view of it. But that said, It looks like sever tire damage (was driven is then skidded) It looks badly scraped and damaged.
