Looks like it may possibly been deliberately done but in any case, it is damage of some sort.

The BIE phenomena may at work here as well--at least in part. That, combined with a hit. Very interesting.

I really cant see anyone doing this purposely. Why would they go to so much trouble and for what reason, only for someone to find it in their change.

It doesn't really matter why or how it was done, the fact that it could not have happened
during the striking of the coin makes it damage, intentional or not.
