I don't think so, to me it looks like the hair curls that are just worn down. I'll need to get another quarter for comparison.

Looks like part of the normal design. The die is aging and showing die wear. I think that is what you are seeing. Images #5, #6 are showing the die flow lines affecting the neck/hair area. That maybe causing what you are seeing on the area?

Quarters aren't exactly my cup of tea, so I don't know much about the types of doubled dies that are on certain years, but based on the close images of the date, it looks like Machine Doubling. At least, the doubling on the date is Machine Doubling.
