This coin was damaged in circulation and probably intentional. Not a mint error.

 to the CCF There is no way for that to happen during the striking of the coin so it has to be damage.

It didn't come from the mint looking this way. Either intentional damage or just blind occurrence, it's not a mint error, just post mint damage.
