Found this 88 quarter while coin roll hunting and I have looked everywhere imaginable and haven't found nothing like it. I'm starting to think I've found a NEW discovery coin error. I want to know what you all think before I send this Baby off to get graded. Am I seeing what I think it is. (Doubling of the D)?

Yeah, with John1, that is the hallmark steplike look of Machine Doubling. As coop would say, a MD coin has devices reduced in size, while die doubling has them expanded and more likely notched in certain areas.

Also die wear shows on the mintmarks of the pre 1989 coins. Post 1990 designs, there are no RPM. If the mintmark is doubled, then it is a doubled die. (In most cases) On the 1995-D DDO-003 there is an example of this:

1988-D-Quarter-Ddo?
1988-D-Quarter-Ddo?

Please always show us the entire coin, both sides, then one or two close ups of areas of interest. Thanks.

Also, if possible, please try to post your coin up-side right, the strain in my neck is getting worse trying to tilt over to get a proper look.
