Solvent smears of some sort. Interesting affects, too.

This error occurs when a pressman is cleaning a printing plate or a roller and splashes excess solvent and it drips all over the place or he fails to clean up the mess before restarting the press. It can occur on any of the ink colors and on the front or the back of the exposed note.

You can search the Heritage Auctions (HA.com) sold items website for Currency ink smear errors and get an idea of what they have sold for. They show selling about 150 of these things over the years. No two are alike!

Thanks for your help,found this on line and it sounds similar.

Solvent Smear Error:

A dissolving solvent is used to clean the ink off of the printing plate between prints. If there is too much solvent used or the solvent isn't wiped clean before the print process begins, a solvent smear error will occur. This type of error will not bleed through the paper.

I agree that it appears to be a solvent smear, albeit minor.
Some can be very dramatic, like my example below.
