I did a quick research on hong Kong coins. But I want to if this is a rare coin and a grade please.

Looks around VF to me with a weakly struck and stained obverse. It's a common coin with a mintage of 25 million. Valued at £0.26 (about 32 US cents).

The obverse looks VF-30. Details are worn out. The reverse on the other hand looks AU-50. I'm very confused on how to give an overall grade to the coin because of the big difference between the obverse and the reverse.

The obverse design makes the coin look worn. Just lacks detail even when uncirculated.

Out of interest though, this was the last year Queen Elizabeth appeared on Hong Kong coins.
Starting in 1993 a new series was issued that omitted Her Majesty as part of the change to Chinese control.

I think the coin is EF or almost so as that Maklouf portrait of the Queen was high relief and wears easily.

hmmm are hong kong dollars still legal tender, older designs pre-handover?

The Queen's portrait coin series are still legal tenders in Hong Kong. Hopefully the so-called "government" had forgot about that.
