I do not believe this to be a actual coin struck by a doubled die, this is most likely a plating issue that is common on zinc cents.

1. If raised on that area, it is probably a linear plating bubble and can be pressed down with a toothpick. (no premium for this)
2. From the look on the image, it could be an incuse mark on the coin. (meaning lower than the normal ear, from coin contact) No premium for damage.
3. Just can tell for sure which from images provided. Either way, it doesn't appear to be a hub doubled die issue. (it doesn't copy a design from the hub from what I can see on this coin)
